Florida tap water: what you are drinking and how to read your annual report
Hard water from a limestone aquifer, chlorine or chloramine, unmonitored wells: what is in Florida water, how to read the CCR report your utility sends by July 1, and when to worry.

The water coming out of your tap in Florida comes, across much of the state, from the Floridan aquifer: groundwater that passes through limestone and emerges loaded with calcium and magnesium. That is why most of Florida is “very hard” on the USGS scale (above 180 mg/L). The utility then disinfects it with chlorine or chloramine, and once a year, by July 1, it is required to send you a report (CCR) stating exactly what it contains. If you have a well, that report does not exist: testing is your responsibility.
Where does Florida water come from?
Two main sources:
- Groundwater (aquifers). Most Florida utilities pump from the Floridan aquifer or shallower aquifers. Passing through limestone and dolomite, the water dissolves calcium and magnesium: that is hardness. According to University of South Florida documentation, the Floridan aquifer yields water under 180 ppm hardness in the northwest and much of the center of the state, and above 180 ppm in most of the rest, with values that can run much higher.
- Surface water and private wells. Some areas use rivers or lakes, and many rural homes have their own well, with no utility treatment or monitoring.
How hard is “very hard”?

Most of Florida falls in the last row. Hardness is not a health issue per the EPA (it has no primary limit), but it is a maintenance one: scale builds up in the water heater and reduces its efficiency and life, which the DOE already puts at 10-15 years for a tank. If you are considering a heat pump water heater, your water’s hardness is part of the decision.
Chlorine or chloramine?
Every utility disinfects water so it arrives free of bacteria. The EPA sets a maximum residual disinfectant level (MRDL) of 4 mg/L for both chlorine and chloramine. The difference:
- Chlorine. Recognizable smell and taste; dissipates when water sits or boils; filtered by standard activated carbon.
- Chloramine. Chlorine plus ammonia. The EPA explains that many utilities adopted it because it lasts longer in the network and helps meet disinfection byproduct limits. Less odor, but it does not boil off and needs catalytic carbon to filter. It also matters for aquariums and for dialysis patients, who should consult their center.
Your CCR says which one your utility uses and at what average level.
Heads up: the filter industry sells fear: “your water is full of chemicals.” The truth is in the CCR, and in Florida it almost always says the same thing: high hardness, disinfectant within the limit, and regulated contaminants below maximums. That means most homes have a scale-and-taste problem, not a health problem, and a whole-house reverse osmosis system is, for that majority, money wasted. You are right to distrust the salesperson who does not ask for your CCR before quoting.
How to read your CCR
The EPA requires every community water system to deliver a Consumer Confidence Report each year by July 1. It arrives with the bill, by mail or by link; if you do not have it, ask your utility or find it through the EPA’s lookup tool. It contains:
- The source: lake, river, aquifer. If it says Floridan aquifer, you already know it is hard water.
- A summary of source contamination risk.
- Regulated contaminants detected, with the measured level, the allowed maximum (MCL) and whether there was a violation.
- Health effects of any contaminant that exceeded a standard.
- Educational information on lead, nitrate, arsenic, Cryptosporidium.
- Contacts for more information.
How to read it in three minutes: find the “violation” column (if it says “No” on every row, it complies); look for “hardness” or “calcium” for hardness; look for “chlorine” or “chloramine” to know the disinfectant and its average; and check “lead” and “copper,” which are measured at the tap in sample homes, not at the plant.
What if I have a private well?
Nobody tests your water for you. The Florida Department of Health says it plainly: private well owners are responsible for ensuring their water is safe, and it recommends testing bacteria and nitrate at least once a year, and lead every three years. County health departments accept samples for a per-sample fee posted on their sites; UF/IFAS explains which tests to request by use.
In Florida, beyond bacteria and nitrate (septic tanks, fertilizer, livestock), wells commonly carry sulfur (rotten-egg smell), iron (orange stains) and very high hardness. None of those three is a health problem, but each calls for a different treatment.
When you do NOT need to worry
- Your CCR shows no violations and your complaints are chlorine taste or scale: that is comfort and maintenance, not health.
- You live in a moderately hard zone (northwest or center) and see no scale: a softener is optional.
- The salesperson offers a “free in-home test” with color-changing drops: that measures hardness, not safety. It is not a diagnosis.
What to check before you decide
- Get your latest CCR and locate: source, hardness, disinfectant, violations, lead and copper.
- If you have a well: a certified lab test for bacteria, nitrate, hardness, iron and sulfur before buying equipment.
- Look at the water heater: if it has scale and is over 8-10 years old, hardness is already costing you.
- Define the real problem (scale, taste, odor, a specific contaminant) before looking at equipment: each has a different treatment. Continue with water purification options.
