Heat pump water heaters in Florida: how they work and what they save (2026)
A heat pump water heater uses 2-3 times less electricity than a resistance unit (DOE). Why Florida is its ideal climate, what it costs and when it does not make sense.

A heat pump water heater does not make heat with a resistance element: it moves heat from the surrounding air into the tank, like a refrigerator running in reverse. That is why the DOE rates it 2 to 3 times more efficient than a conventional electric water heater. And because it needs air between 40 and 90°F to work well, Florida is the climate where it performs without excuses: the garage that shuts it down in an Ohio winter feeds it here all year.
How does a heat pump water heater work?
It has a small compressor and coil on top of the tank. It draws room air, pulls the heat out with refrigerant and transfers it to the water. The air leaves cooler and drier. The DOE describes it as a heat pump that moves heat from one place to another instead of generating it, which is why it uses a fraction of the electricity.
Nearly all residential models are hybrids: heat pump by default and electric resistance backup for demand spikes. A heat pump, in the glossary, is exactly that idea applied to air conditioning as well.
How much does it save versus a standard electric heater?
Water heating is about 18% of a home’s energy use, per the DOE: the second expense after heating and cooling. On that basis:

ENERGY STAR figures are national averages with usage and rate assumptions; your real savings depend on how much hot water you use and your utility’s rate. In a two-person home the dollar savings are smaller and payback takes longer.
Why is Florida the ideal climate?
Three reasons, all sourced:
- Ambient temperature. The DOE requires a space that stays between 40 and 90°F year-round. A Florida garage qualifies; a Minnesota basement does not.
- Cool air as a byproduct. The unit exhausts cooler, drier air. In a Florida garage or laundry room that helps; in a cold climate it is a cost.
- Almost everything is electric. Most Florida homes heat water with electricity, so the comparison is against the worst case (resistance), not gas.
Heads up: the 30% federal credit (Section 25C for efficient equipment, 25D for solar) ended for property placed in service after December 31, 2025, per the IRS FAQs following the OBBB law. If someone sells you a heat pump water heater “with the federal credit” in 2026, they are using an expired argument. Confirm with your tax preparer and check your utility’s rebates: Duke Energy Florida publishes one in its Home Energy Improvement program with conditions (prior inspection).
Where does it go and what does it need?
- Space with enough air. The DOE specifies a minimum air volume around it or ducting to another room; a small closed closet starves the unit.
- Condensate drain. Like an air conditioner, it produces water and needs an outlet.
- Height. The compressor sits on top of the tank; measure before buying.
- Electrical circuit. Most use the previous heater’s 240 V circuit; confirm with the electrician.
- Tank size. Buy by number of people and habits, not price: with a short tank the backup mode kicks in often and erases the savings.
When a heat pump water heater does NOT make sense
- The only possible spot is a closed interior closet with no ducting: the DOE notes it performs worse and can chill the room.
- You have natural gas and an efficient gas heater: the comparison changes and needs numbers.
- You use very little hot water (one person, short showers): annual savings are small and the premium takes long to recover.
- Your current heater is under 5 years old and works: wait for it to age, unless your bill savings justify it now.
- You want unlimited instant hot water: that is a different product; read tank vs tankless.
What to check before you decide
- Age and type of the current heater (electric resistance, gas, tankless) and how many people use hot water.
- Where it would go: room temperature in winter, air volume, drain, clearance height.
- Your kWh usage: if you do not know how much is hot water, start with what a kWh is.
- Current utility rebates and their conditions (prior inspection, certified models).
- If you have a solar quote, ask for it to be redone with usage after the heater change: it is one of the 3 pillars and shrinks the system size.
