Solar installation process step by step in Florida: from signing to PTO
The seven stages of a Florida solar installation (site survey, design, permits, install, inspection, interconnection, PTO), how long each takes and where it stalls.

Going solar in Florida is seven stages: site survey, design, permits, installation, inspection, interconnection and PTO. The physical part takes 1 to 3 days; the rest is paperwork between the installer, the county and your utility, and the whole thing can run 6 to 14 weeks. The system does not turn on until the utility grants permission to operate.
What are the stages and how long does each take?
Seven steps in a fixed order. The time ranges come from the phases the industry documents for permitting and interconnection; your county and your utility may sit at the slow end.

The realistic total is 6 to 14 weeks. Energyscape notes that administrative phases account for most of the total time and that a large share of interconnection applications arrive with errors that force corrections and resubmission. When a project drags, it is almost always paperwork, not construction.
What happens at the site survey?
Someone checks whether what the salesperson said is true. A technician (not the salesperson) gets on the roof, measures the usable area, checks the condition of the tiles or shingles, identifies obstacles and shade, and opens the electrical panel to confirm it has capacity. Three things can come out of this that change the price: the roof needs repair, the electrical panel needs an upgrade, or the promised panels do not fit.
If the price changes after the survey, that is normal. If it changes a lot and nobody explains why, it is not. And if the roof is at the end of its life, this is the moment to stop: read your roof before solar.
What does the final design check?
That the system will produce what the proposal promised, on your actual roof. The design includes the exact location of every panel, the inverter type, the wiring route, the connection point at the electrical panel and the month-by-month production simulation. Compare it against the original proposal: if the size dropped “because it didn’t fit,” the production and the price must drop in proportion. What permits are required in Florida?
A building permit from the county or city, with electrical and structural drawings, plus product approval for wind. Florida operates under the Florida Building Code with ASCE 7 for wind loads; in Miami-Dade and Broward (the HVHZ), the racking and panels must carry a Notice of Acceptance or state approval (FL#). The installer files it; you do nothing, but you can ask for the permit number and verify it on the county portal.
On the HOA: Florida Statute 163.04 prevents an association from prohibiting solar panels. What it can do is require an architectural review application and weigh in on placement within certain limits. It is one more paperwork stage; submit the HOA application in parallel with the permit so you do not lose weeks.
What happens on installation day?
A crew mounts rails, fastens the panels, installs the inverter and connects to the electrical panel. In a typical home that is 1 to 3 days. You need to be home or leave access to the electrical panel and the attic if needed. At the end of the day the system is installed but off: the inspection and PTO are still pending.
Ask for photos of the sealed roof penetrations. That is the part that causes the most leaks years later, and the installer’s workmanship warranty is the only one that covers it.
What does the inspection check?
That the work matches the approved plans and meets code. The county inspector reviews racking, wiring, labeling, rapid shutdown and the panel connection. If something fails, it gets corrected and a new inspection is requested: that adds weeks. An installer with many failed inspections is a signal; ask about it before signing.
What are interconnection and PTO?
Interconnection is the application to your utility to connect the system to the grid under net metering; PTO (Permission to Operate) is the final authorization to turn it on. FPL requires pre-approving the system through the net metering application before installation, according to its own process. An installer who installs first and applies later has the order backwards.
After the inspection passes, the utility reviews the application, installs the bidirectional meter and issues PTO. EnergySage notes they sometimes send a technician to check the inverter and the connection. With FPL, a system up to 10 kW falls under Tier 1 with no fee; above 10 kW it is Tier 2 with a $400 fee and liability insurance. Heads up: until PTO, the system must stay off even if it has been installed for weeks. Some installers turn it on “to test” and leave it that way. If your old meter is not bidirectional, the energy you send to the grid is not credited, and operating without authorization breaches the interconnection agreement. If they push you to turn it on early, it is a sign the installer gets paid on install completion and does not care what happens after.
When NOT to move forward
- If the site survey found the roof needs replacing: roof first, solar second.
- If the installer cannot give you the permit number or the interconnection application date: they may not have filed them.
- If the final design produces less than the proposal and the price did not drop in proportion.
- If the HOA has not responded and the installer wants to install anyway: it can end in fines and removed panels.
What to check before you decide
- Ask for a written timeline with the seven stages and what depends on you at each one.
- Confirm the interconnection application with your utility is filed before installation, as FPL requires.
- Ask for the county permit number when it is issued and verify it on the public portal.
- Submit the HOA application in parallel with the permit, if applicable.
- Make clear that nobody turns the system on until PTO arrives in writing.
