Attic insulation in Florida: blown-in, radiant barrier and what pays first
Stop cooling the street: how the attic decides half your bill, what a radiant barrier returns per the DOE, what sealing and insulating saves per the EPA, and the right order.

The attic is the part of your house that decides the bill more than anything except the air conditioner itself: if it is poorly insulated, the cold air you pay for heats up through the ceiling or escapes through leaky ducts, and you end up cooling the street. The EPA estimates that air sealing and insulating saves an average of 15% on heating and cooling; in Florida, where the A/C is half the bill, nearly all of that savings lands in July.
Why does the attic rule in Florida?
Because the sun beats on the roof all day and the attic becomes an oven resting on the ceiling of your rooms. Heat enters the house by three different paths, and each has a different fix:

An installer who sells only one of the four will tell you that one is what matters. They all matter; the order is what changes the result.
What is the right order of work?
- Seal air leaks. Cheapest, and done before insulating, because afterward the gaps are buried under the insulation. ENERGY STAR includes sealing in its 15% estimate.
- Seal and insulate ducts. The DOE estimates a typical house loses 20-30% of the air moving through its ducts. If they are in the attic (normal in Florida), that air cools the attic, not your living room.
- Blown insulation to the recommended R. R-30 in zone 1, R-49 in zone 2 for an uninsulated attic (ENERGY STAR); with 3-4 existing inches, add R-25 or R-38 respectively.
- Radiant barrier. The DOE notes it can reduce cooling costs 5-10% in warm, sunny climates, and is more effective when ducts are in the attic. It goes under the roof rafters, not on top of the insulation (there it collects dust and stops reflecting).
- Only then, size solar. With the house fixed, usage drops and the solar system comes out smaller. Read how many panels I need.
Heads up: the solar industry prefers you do this after, not before. An uninsulated attic justifies more panels. We design at ~110% of usage, and we measure that usage with the house already corrected: if you insulate after installing, the system ends up oversized and the surplus is settled at the generation rate, lower than what you pay. You are right to distrust anyone who quotes panels without climbing into the attic.
What does a radiant barrier return in Florida?
The DOE describes it as a reflective sheet (usually aluminum on a substrate) that reflects radiant heat instead of absorbing it. In its own words: some studies show cooling cost reductions of 5% to 10% in a warm, sunny climate, and the reduced heat gain may even allow a smaller air conditioner. It also clarifies that it does not reduce conduction like thermal insulation, and that in cool climates adding insulation pays more than a barrier. Florida is the case where it does make sense, after insulation.
What rebates exist in Florida?
- Duke Energy Florida offers an attic insulation rebate in its Home Energy Improvement program. Published conditions: complete its free Home Energy Check before the work, and existing insulation below a set R (Duke’s page details the threshold and the required final R).
- FPL publishes its residential efficiency programs, including a ceiling insulation rebate for homes with very little existing insulation, and a no-cost home energy analysis.
Amounts and thresholds change yearly. Before hiring, request your utility’s inspection: beyond the rebate, it gives you an independent measurement of the current R.
When insulating the attic does NOT make sense yet
- There are leaks, moisture or mold: insulating over them hides the damage and makes it worse.
- You will replace the roof in the coming months: the crew tramples the attic; insulate afterward. See roof before solar.
- Ducts are broken or disconnected: fix that first or cold air keeps going into the attic.
- The attic already has the recommended R, measured: the next dollar goes further on the old A/C or the water heater.
What to check before you decide
- Real insulation depth measured at several points, with a photo. Do not accept the number on the plans.
- Duct condition: get a leakage test before blowing insulation over them.
- That the quote includes air sealing (hatch, registers, wiring, plumbing), the final R in writing, and eave baffles so ventilation is not blocked.
- If you go for a radiant barrier, that it is installed under the roof rafters and not laid over the insulation.
- If you have a solar quote, ask them to redo it with post-insulation usage. Start with the 3 pillars.
